4. Wording of a Survey Question. In The Superpollsters,
David W. Moore describes an experiment in which differ-
ent subjects were asked if they agree with the following
statements:
i. Too little money is being spent on welfare.
ii. Too little money is being spent on assistance to the poor.
Even though it is the poor who receive welfare, only 19%
agreed when the word "welfare" was used, but 63% agreed
with "assistance to the poor."
a. Which of the two questions should be used in a survey?
Why?
b. If you are working on a campaign for a conservative
candidate for Congress, and you want to emphasize
opposition to the use of federal funds for assistance
to the poor, which of the two questions would you
use? Why?
c. Is it ethical to deliberately word a survey question so
that it influences responses? Why or why not?
